A 2021 Hilux 2.8D lands in Lagos at about $34,786. Green Tax adds 2% of CIF because the engine is over 2,000cc — the single biggest avoidable line on this model.
A 2021 Hilux 2.8D double cab lands in Lagos at about $34,786, roughly 1.62× its FOB price. Two things drive that: the 20% import duty on CIF, and a 2% Green Tax that applies only because the engine is over 2,000cc. A 2.4D Hilux sits in the same bracket and nothing in the 1.5–1.8 litre class does. A double cab is declared as a pickup in practice, which puts the age ceiling at 10 years — the same line Lagos applies to everything. A Hilux is never a 12-year car in Lagos.
This catches importers out. Nigeria applies a 12-year ceiling to passenger cars and 10 to commercial vehicles, and a double cab Hilux is declared as a pickup under 8704. Some units are entered under 8703 and assessed at 12 years — do not plan on it. At Lagos the 10-year line applies anyway, so 2016 is the oldest unit that clears with confidence and 2017 is the year we quote.
| Model year | Age in 2026 | Passenger rule, 12 years | Pickup / Lagos, 10 years | Verdict |
|---|---|---|---|---|
| 2012 | 14 | Over | Over | Refused |
| 2013 | 13 | Over | Over | Refused |
| 2014 | 12 | At the line | Over | Refused |
| 2015 | 11 | Within | Over | Refused |
| 2016 | 10 | Within | At the line | Clears, no buffer |
| 2017 | 9 | Within | Within | Clears |
| 2018 | 8 | Within | Within | Clears |
| 2019 | 7 | Within | Within | Clears |
| 2020 | 6 | Within | Within | Clears |
| 2021 | 5 | Within | Within | Clears |
| 2022 | 4 | Within | Within | Clears |
| 2023 | 3 | Within | Within | Clears |
| 2024 | 2 | Within | Within | Clears |
| 2025 | 1 | Within | Within | Clears |
That two-year difference is worth real money on this model. A 2015 Hilux would clear on the federal reading and be refused at the gate on the Lagos one, and the price gap between a 2015 and a 2017 unit in the Chinese market does not cover a refused shipment. Buy at 2017 or newer and the question disappears.

The Green Tax line is the one to look at: 2% of CIF, about $473 on this unit, money that a 1.8-litre SUV never pays. That is a policy choice rather than a shipping cost, and it is why a Hilux quote and a Fortuner quote on similar CIF values do not land at the same number.

A Hilux does not fit two-to-a-container politely. RoRo is the default at about $1,800–2,400 depending on the line and the season. A 40HQ takes one unit comfortably and two only with the beds stripped, and the container costs more than two RoRo slots — so RoRo wins unless the unit does not run.
One more thing that is specific to pickups: VehCAP certification, mandatory since 31 March 2026, is a pre-shipment inspection. It has to be booked before the vessel sails from China, not on arrival, and the certificate number is what opens Form M. A unit that reaches Apapa without it does not clear at any price.
A 2021 2.8D double cab lands at about $34,786 after export handling, freight, duty, levies, Green Tax, VAT and port charges. Local showroom prices add a dealer margin on top of that figure.
Yes. Both the 2.4 and the 2.8 diesel are over 2,000cc, so 2% of CIF applies. Only engines below 2,000cc are exempt, along with battery-electric vehicles and mass-transit buses.
No. A double cab is declared as a pickup under 8704, so the 10-year commercial ceiling applies — two years tighter than a Corolla, and the same line the Lagos ports enforce on everything.
RoRo, unless the unit does not run. One 40HQ holds one Hilux comfortably and costs more than one RoRo slot, so the container only makes sense for non-running or very high-value units.
Only if it is 5 years old or newer. The Ivorian cap is 5 years for passenger vehicles, counted from the first registration date, and a pickup is assessed on the same rule.
None. Both are in the 2,000–3,999cc band and pay 2% Green Tax on CIF. The gap in landed cost between the two comes from the FOB price, not from the rate.
