A 2006 Corolla cannot be imported into Nigeria. At 20 years old it is past the federal 12-year ceiling for passenger cars, and Lagos ports — Apapa and Tin Can — apply a stricter 10-year line in practice. Nigeria has no over-age penalty band: an over-age unit is refused at the port, and a non-compliant import is liable to seizure. The oldest Corolla that still clears Lagos today is model year 2016, and the realistic floor is 2017 so you carry a year of buffer. A 2016 Corolla 1.6 lands in Lagos at about $16,920 — 1.84× its FOB price.
Two numbers govern this. The federal rule is 12 years from year of manufacture; the Lagos ports apply 10. Both are counted from the model year, not the date of first registration — which is why a car first registered in 2017 can still be a 2016 build, and why the build year on the plate is what an officer reads.

Read the table from the bottom up. Anything 2016 or newer clears both tests. 2016 sits exactly on the Lagos line and leaves no room for a valuation dispute, which is why we quote 2017 as the practical floor. 2005 to 2013 fail every published reading of the rule, so the answer does not depend on which document an officer happens to hold.
Ghana lets you pay a penalty to bring in a car over the age line. Nigeria does not. There is no band, no multiplier and no discretionary payment: an over-age unit is refused entry, and under the 2026 enforcement regime a non-compliant import is subject to refusal of clearance, seizure or sanction. A deposit paid on a 2006 Corolla is not a deposit on a car. It is a deposit on a port dispute.
The table below is a 2016–2018 Corolla 1.6 at a reference FOB of $9,200 from Nansha, worked through the 2026 Nigerian tax stack. Every figure is computed from the published rates rather than copied from a clearing agent's sheet, so the arithmetic adds up.
| Line | Amount |
|---|---|
| FOB, Nansha | $9,200 |
| Export handling | $500 |
| Ocean freight, RoRo to Lagos | $1,400 |
| Marine insurance, 1% of FOB + handling + freight | $111 |
| CIF value | $11,211 |
| Import duty, 20% of CIF | $2,242 |
| NAC levy, 5% of CIF (used vehicle) | $561 |
| Surcharge, 7% of duty | $157 |
| ECOWAS ETLS, 0.5% of CIF | $56 |
| FOB levy, 4% of FOB | $368 |
| Green Tax, 0% of CIF (engine under 2,000cc) | $0 |
| VAT, 7.5% | $1,025 |
| Port charges, clearing, inland delivery | $1,300 |
| Landed in Lagos | $16,920 |
| Tax as a share of CIF | 39.3% |
| Multiple over the FOB price | 1.84× |
Import duty is 20% of CIF. You will see “duty cut from 70% to 40%” in Nigerian newspapers — that headline is the combined burden (duty plus levies plus VAT), not the duty line. Both statements are true; they are counting different things. On this car the whole stack comes to 39.3% of CIF.
Two lines in that table are the ones importers miss. The 4% FOB levy is charged on the price of the car, not on CIF, and it did not exist in the rate tables most guides still publish — it arrived in August 2025 as a replacement for the old 7% cost-of-collection model. The Green Tax line is zero here only because 1,598cc sits below the 2,000cc threshold; on a 2.8-litre pickup the same line is 2% of CIF.

RoRo from Nansha to Lagos, 28–35 days door to port. A Corolla is a standard RoRo unit and needs no container; each unit pays its own freight of roughly $1,400. From three units up a 40HQ becomes competitive at about $2,600–3,200 for the box, but that only works for non-running or high-value units — below three cars RoRo is cheaper per car.
No. At 20 years old it is past the 12-year federal ceiling for passenger cars and far past the 10-year line the Lagos ports apply in practice. Nigeria has no over-age penalty band, so there is no payment that makes it admissible.
No. Unlike Ghana, Nigeria has no over-age penalty band. An over-age unit is refused at the port, and a non-compliant import is liable to seizure.
Model year 2016, which is exactly 10 years old in 2026 and sits on the Lagos line with no buffer. We quote 2017 as the practical floor.
Those units are sold inside Nigeria as already-registered cars, or shipped to markets with no age cap. A registered car changing hands domestically is not an import and the age rule does not apply to it.
About $16,920, or 1.84 times the FOB price, once export handling, freight, insurance, duty, levies, Green Tax, VAT and port charges are included.
Usually not for a comparable year. Local tokunbo pricing already carries the importer's margin on top of the same duty stack. Importing directly removes one layer of margin, not the tax.
No. Ghana prohibits used vehicles over 15 years for shipments from 1 October 2026 and charges an over-age penalty from 10 years. Côte d'Ivoire caps passenger cars at 5 years from first registration.
