Changan CS75 Plus to Nigeria: landed cost and why the 1.5T dodges Green Tax

A 2021 CS75 Plus 1.5T lands in Lagos at about $22,293. The 1,498cc engine sits under the 2,000cc Green Tax line, so that line is zero.

A 2021 CS75 Plus 1.5T lands in Lagos at about $22,293, or 1.71× FOB. The engine is 1,498cc, which puts it below Nigeria's 2,000cc Green Tax threshold, so the unit pays zero Green Tax while a 2.4-litre pickup on a similar CIF pays 2% more. At five years old it also clears every reading of the age rule: federal 12, commercial 10, Lagos 10.

The CS75 Plus went on sale in 2019, so no unit of this model is old enough to be refused anywhere in West Africa. That is unusual among the cars we ship, and it is a real argument for Chinese brands in this market: the age rule, which decides more deals in Lagos than price does, simply does not bite on a model this young.

Note the Green Tax line: $0. At 1,498cc the unit is under the threshold, so the tax is zero rather than small. On a 2.8 Hilux the same line is about $473 — on comparable CIF values that difference alone is worth more than the freight.

Parts and service — the honest answer

Changan has an assembly and distribution footprint in West Africa and shares consumables — filters, brake pads, belts — with a wide parts channel in Lagos and Accra. It is not Toyota. A body panel for a CS75 Plus takes longer to source than a Corolla panel, and that is the real cost of the lower purchase price. A buyer planning to keep the car five years should price the parts channel before pricing the car.

We would rather say this than sell the page. The Chinese-brand advantage in Nigeria is the tax band and the age headroom, not the resale value. If the buyer's exit is at three years, a Corolla holds value better; if the plan is to run the car, the CS75 Plus costs less to land and less to tax.

Shipping

RoRo, 28–35 days Nansha to Lagos, about $1,500. A 40HQ takes two units with the second loaded backwards at $2,800–3,200 for the box, which is cheaper per unit from two cars up. For a single unit, RoRo.

Frequently asked

How much is a Changan CS75 Plus in Nigeria?

A 2021 1.5T lands at about $22,293 including export handling, freight, duty, levies, VAT and port charges. Dealers quote a margin above that figure.

Does the CS75 Plus pay Green Tax?

No. The 1,498cc engine is below Nigeria's 2,000cc threshold, so Green Tax is zero instead of 2% of CIF.

Can a CS75 Plus be too old to import into Nigeria?

Not yet. The model launched in 2019, so the oldest units are seven years old in 2026 — inside the 12-year federal rule and the 10-year Lagos line.

What documents do I need before the car ships?

VehCAP certification is mandatory before Form M is opened. It is a pre-shipment inspection booked in China, and without it the unit cannot be cleared on arrival at all.

Are Changan parts available in Lagos?

Consumables yes; body panels slower than for a Toyota. Price the parts channel before the car if you intend to keep it.

Is the CS75 Plus cheaper to land than a Hilux?

On comparable CIF values yes, by roughly $473 of Green Tax plus the difference in freight. The engine size is what does it, not the brand.

Where these figures come from

  • Nigeria Customs Service, 2026 Fiscal Policy Measures, effective 1 July 2026 — 20% duty on CIF, 5% NAC levy, Green Tax threshold at 2,000cc.
  • Nigeria Customs Service Green Tax guidance, 2026 — banding and exemptions.
  • SON and NADDC VehCAP, 31 March 2026 — pre-shipment certification required before Form M approval.
  • Nigeria Customs Service prohibition list — 12-year ceiling for passenger cars.
Reference ranges for export-grade units, not a quotation. Chinese-brand residual values in Nigeria move with the local parts channel, not with the model year alone.
